AMLR text: how Regulation 2024/1624 is built

If you want the AMLR text, the only authentic version is the one in the Official Journal: Regulation (EU) 2024/1624 on EUR-Lex. It was published on 19 June 2024. Every summary, including this one, is a reading aid.

The shape of the text

The Regulation has 175 recitals, 90 articles in nine chapters, and six annexes. In outline:

ChapterArticlesSubject
I1 to 8Subject matter, definitions, scope, cross-border operations
II9 to 18Internal policies, risk assessment, compliance functions, groups, outsourcing
III19 to 50Customer due diligence, including simplified and enhanced measures and reliance
IV51 to 68Beneficial ownership transparency
V69 to 74Reporting obligations
VI75Information sharing
VII76 to 78Data protection and record retention
VIII79 and 80Anonymous instruments and cash limits
IX81 to 90Final provisions, including application dates

Article 90 fixes the general application date at 10 July 2027. A later date, 10 July 2029, applies to football agents and professional football clubs.

How we suggest you read it

Do not start at Article 1. Start with Article 3, because it tells you whether you are an obliged entity at all, then read Chapter II, then Chapter III. The recitals are useful when an article is ambiguous: they explain what the legislators meant to achieve and regulators lean on them.

Keep the annexes open in a second window. Article 20(2) sends you to Annexes I, II and III for the risk variables and factors that should shape your due diligence, and Annex VI is a correlation table matching the old Directive’s provisions to the new ones.

What the Regulation does not contain

Much of the operational detail is delegated. The AMLR commits AMLA to draft regulatory technical standards on topics such as the information collected for customer due diligence, which is why you also need the technical standards tracker. Supervisory powers, administrative penalties and the national supervisor framework mostly sit in the companion Directive (EU) 2024/1640, and the authority itself is created by Regulation (EU) 2024/1620.
