The EU AMLR regulation, read article by article

Regulation (EU) 2024/1624, the EU AMLR, moves most of the EU’s anti-money laundering rules for the private sector into a directly applicable regulation instead of a directive. It was published in the Official Journal on 19 June 2024 and, under its Article 90, applies from 10 July 2027. Nobody will transpose it into a national act. The text you read is the text that binds you.

That is the whole reason this site exists. Most commentary on the AMLR is a summary of a summary. We would rather point you at the article, say what it actually requires, and tell you where we think firms will trip.

How the Regulation is laid out

The AMLR runs to 90 articles in nine chapters. For a compliance team the weight sits in three places:

  • Chapter II (Articles 9 to 18): internal policies, the business-wide risk assessment, compliance functions and group-wide requirements.
  • Chapter III (Articles 19 to 50): customer due diligence, from identification through enhanced due diligence for PEPs and correspondent banking.
  • Chapter IV (Articles 51 to 68): how to work out who the beneficial owner is.

Our article-by-article guide maps the rest, and the full text and structure page explains how to read the Regulation alongside its annexes.

On the blog we cover the AMLR against the old Directive and the timeline to July 2027.

Why a Malta firm is writing this

Shoulder Compliance is an AML consultancy in Malta. Our view, which not everyone shares: the AMLR will cost most firms less in new obligations than in unpicking the old assumptions baked into their procedures. Reading the actual articles early is cheap. Reading them in June 2027 is not.

What this means for you

If you are an obliged entity, or you advise one, the sensible first step is a gap check of your current procedures against Chapters II and III. If you would like a second pair of eyes on that, use the enquiry form to talk to an expert or schedule a no-obligation call.

This site gives general information, not legal advice.
